Abstract

The introduction of the Goods and Services Tax (GST) represents one of India’s most significant fiscal reforms, aimed at creating a unified tax structure and enhancing economic efficiency. While its macroeconomic implications have been widely studied, its micro-level impact on rural livelihoods particularly within the agricultural and Micro, Small and Medium Enterprises (MSME) sectors remains comparatively underexplored. This study investigates the ripple effects of GST reforms on rural economic activities, focusing on changes in income patterns, market participation, production decisions, and employment transitions.

Using a mixed-method approach that combines secondary data analysis with primary insights from rural households, small manufacturers, and agribusiness stakeholders, the research examines how GST-driven compliance requirements, input costs, and market linkages have influenced rural livelihood strategies. The findings indicate a dual impact: GST has facilitated greater formalization and market access for certain MSMEs, while simultaneously creating transitional challenges for micro-entrepreneurs and small farmers due to increased documentation, logistical costs, and delayed tax refunds. In the agricultural sector, the exemption of key food products from GST has provided partial relief, but indirect effects through supply chains, storage, and transportation continue to shape income stability.

Overall, the study highlights that the GST reform, while structurally beneficial in the long term, has generated significant short-term livelihood adjustments in rural regions. The paper emphasizes the need for targeted policy support, digital literacy initiatives, and simplified compliance mechanisms to ensure inclusive growth under the GST regime.
